Marshall Thomas, MD, President and CEO
Marshall Thomas, MD, President and Chief Executive Officer, is responsible for developing the Colorado Access mission and providing oversight of all programs.
Dr. Thomas has been with Colorado Access for two decades. Increased managerial responsibility led to his appointment as President and Chief Executive Officer in 2006. During his career, Dr. Thomas worked on developing integrative and responsive care systems and creating synergies between patients and providers. He is a recognized national expert on improving patient health outcomes through the integration of medical and behavioral health care. Under his leadership, Colorado Access has built strong business practices, expanded its customer base, and realigned internal practices to support customers and providers, and strengthen the safety net. In addition to his position at Colorado Access, Dr. Thomas Professor of Psychiatry and Family Medicine, holds the Marisco Chair for Excellence and is General Manager of the Helen & Arthur E. Johnson Depression Center at the University of Colorado Anschutz Medical Campus.
He is a practicing psychiatrist and has been involved in the Colorado care development system since 1980. Dr. Thomas received his medical degree from Baylor College of Medicine and completed his psychiatric internship at the University of Colorado Health Sciences Center.
Philip J. Reed, Chief Financial Officer and Senior Vice President
Philip Reed, chief financial officer, provides financial control for Colorado Access.
Philip (Phil) is responsible for ensuring the fiduciary accountability of companies under insurance terms, state, and federal requirements. His oversight duties include bookkeeping, budget, and payroll. He maintains an exceptional understanding of the responsibilities for delivering services under government-agreed programs, balancing know-how regarding the variability of new businesses. Phil has served as Chief Financial Officer since 2005.
At Colorado Access, Phil offers an exceptional understanding of the responsibilities of Colorado government agencies and their contractors in providing services under government programs. Prior to joining Colorado Access, Phil was a controller for the Colorado State Department of Health Care Policy & Financing, where he also ran the procurement office and human resources. Phil earned a BS in Business Administration from Colorado State University.
April Abrahamson, Chief Operating Officer and Vice President of Health Plan Operations
April Abrahamson, chief operating officer and vice president of Health Plan Operations oversees all health plan operations and workplace culture in Colorado Access.
Health plan experience includes managing human resources, facilities, legal, process architecture, business intelligence, claims and opposition services, provider and member services, pharmacy, usage management, information technology, and system configuration and performance, including eight years with PacifiCare and Great-West Healthcare. She joined Colorado Access in 2004. Prior to becoming Chief Operating Officer, April served as Medicaid's Executive Director at Colorado Access, where he oversaw the three Colorado State RCCO (Regional Care Collaborative Organization) contracts.
April has been in the healthcare industry for more than two decades, including a wealth of experience including providing personal care in a client's home, assisting doctors in private offices and hospitals, and managed care. She has the perspective and compassion for individual needs as well as broad insight into system-wide ways to improve the health system in Colorado. April received a Bachelor of Arts in Kinesiology from the University of Colorado, Boulder and a Masters of Science in Health Services Administration from Regis University.
Alexis Giese, Senior Vice President, Health Systems and Chief Medical Officer
Alexis Giese, MD, SVP Health Care Systems and Chief Medical Officer, provides senior oversight of company-wide health strategy, clinical operations, long-term services and supports, population health, care coordination, and quality management. She has been with Colorado Access since 2008.
Dr. Giese has nearly 30 years of experience in innovative service delivery leadership and as a practicing psychiatrist. Her experience includes 10 years as a psychiatrist advisor to the Colorado Department of Human Services' Office of Behavioral Health, community psychiatry program counseling, and health services research. Dr. Giese received her Bachelor of Science degree from West Virginia University and her PhD in Medicine from the University of Texas Health Science Center in Houston. She completed the psychiatric residency program at Georgetown University.
Dr. Giese is also a professor in the departments of psychiatry and family medicine at the University of Colorado School of Medicine and director of community programs at the Helen & Arthur E. Johnson Depression Center on the University of Colorado's Anschutz Medical Campus.
Gretchen Flanders McGinnis, MSPH - Senior Vice President, Health Systems and Responsible Care
Gretchen joined Colorado Access in March 2000 and has been instrumental in growing the company ever since. She has over 17 years of healthcare experience and brings a unique understanding of healthcare systems and public order. Gretchen holds a BS in biology from Vassar College and a MS in public health from the University of Colorado. Her career has been dedicated to working in the healthcare industry serving the underserved people of Colorado. Prior to joining Colorado Access, she served on the National Conference of State Legislatures on health issues.
Currently at Colorado Access, she oversees the company's Accountable Care Collaborative (ACC) contracts, provider engagement, compliance with regulations and medical assistance websites, and regulatory and external relations.
Paul F. Huberty, vice president of strategic services and communications
Paul F. Huberty, vice president of strategic services and communications, is responsible for business management, learning and development, and strategic communications for Colorado Access. Paul has extensive experience in strategic planning, business development, community health, nonprofit management, and marketing and communications.
Paul holds a Bachelor of Science degree in quantitative business analysis from Penn State University and a dual Masters degree (Master of Business Administration / Master of Science) in finance from Drexel University in Philadelphia. Prior to joining Colorado Access in 2021, he was senior vice president of strategic planning and marketing at a 240-bed hospital and vice president of strategic services for the University of Pennsylvania's healthcare system (Penn Medicine). In the community, Paul served for six years on the board of directors of La Comunidad Hispana, a state-approved health center serving the Pennsylvania Latino community.
Bethany Himes, vice president of Provider Engagement
Bethany joined Colorado Access in 1998. In her current position, Bethany is responsible for the strategic implementation of the company's vendor engagement and is responsible for managing all vendor-related activities, including vendor contracts, transformation of practices and vendor relationships. Prior to this position, Bethany was Vice President of Program Services, which administered both the Colorado Access Child Health Plan Plus (CHP +) and State Managed Care Network (CHP +) contracts. Bethany held a variety of leadership roles in both clinical and program management during her tenure at Colorado Access.
She received her Bachelor of Science in Human Services and a Master of Business Administration from the University of Phoenix.
Elizabeth Strammiello, Chief Compliance Officer
Elizabeth is the chief compliance officer currently overseeing corporate compliance and privacy activities at Colorado Access. Prior to joining Colorado Access in 2015, she worked at Mental Health Partners where she served as Chief Compliance and Privacy Officer. There she led the development and administration of corporate compliance and data protection infrastructures for the nonprofit health services company. Prior to this position, she was a HIPAA data protection advisor for the Colorado Department of Health (HCPF) and served as DaVita’s compliance and data protection director for five years. Elizabeth has been in the healthcare industry since 1996 and has led corporate compliance and privacy teams since 2001. She earned her Bachelor of Arts from Trinity College-Hartford and her Masters in Health Administration from Colorado State University. Elizabeth is also certified in healthcare compliance.
Ann Edelman, MA, JD, vice president of the legal department
Ann Edelman, MA, JD, vice president of legal services, provides a full suite of legal advice and services for Colorado Access.
Ann joined Colorado Access in July 2012. She is responsible for corporate governance, compliance with and establishment of all levels of legal conformity, compliance with the legal requirements of all departments, drafting contracts, procurement and preventive legislation.
Ann received her Juris Doctor degree from the University of Colorado and her law firm focused on health, insurance, and employment law in both litigation and transactional matters. She has written and lectured on health care, insurance, and labor law topics, and has volunteered for the Colorado Hospital Association on legislative matters. In 1996 she represented the Health Insurance Company of America, as the Amicus Curiae, before the United States Supreme Court in a health insurance company. In addition, she defended and won a case that established critical reimbursement laws in Colorado. She operated her solo attorney practice for 12 years, representing major healthcare providers in the Denver area on business and insurance matters. In addition to her law degree, Ann has a Master of Arts degree in writing and is certified by the Compliance Certification Board for compliance with data protection regulations in the healthcare sector.
Rob Bremer, PhD, vice president of network strategy
Rob Bremer, Ph.D. has been with Colorado Access since 1999. Dr. Bremer is responsible for the company's strategic partnerships in the field of behavioral health and basic care. Prior to his current position as Vice President of Integrated Care, he was Executive Director of Access Behavioral Care, the Medicaid behavioral health contractor in Denver (2009-2018) and Northeast Colorado (2014-2018). Dr. Bremer also served as Behavioral Health Quality Manager and Deputy Director of Access Behavioral Care. He was previously an assistant professor at the University of Colorado and worked as a clinician at the Mental Health Center in Denver. Dr. Bremer is currently also co-chair of the Executive Committee of the Mile High Health Alliance. He is a member of the American College of Healthcare Executives.
Dr. Bremer received a Bachelor of Arts in Psychology from Ohio State University, a Master of Arts in Counseling from Colorado Christian University, and a Ph.D. in clinical science from the University of Colorado Denver. He completed his postdoctoral studies at the University of Pittsburgh.
Paula Kautzmann, Chief Information Officer
Paula Kautzmann, Chief Information Officer, is responsible for developing and executing the IT management of Colorado Access, including providing vision and leadership for IT operations and IT infrastructure as well as developing and implementing an IT strategy, that supports company growth and strategic initiatives.
Paula's experience spanned more than two decades in the Medicaid Health Plan, building and maintaining a successful IT program that met the plan's regulatory, financial, life and quality requirements.
Prior to joining Colorado Access, Paula was the chief information officer of the Upper Peninsula Healthcare Plan in Marquette, Michigan, a company she worked for more than 20 years. During that time, Paula led all of the IT operations for the health plan, managed multi-million dollar budgets, and created or improved processes that brought great value to the company. Because of this, in the early years of the plan, Paula was recognized by the board for "Creatives and Innovative Use of Technology to Promote Cost-Effective Business Expansion for the Health Plan." Paula excels in building strong internal and external partnerships and successfully identifies new areas of business expansion using technology solutions.
Paula received her degree in computer science from Las Vegas Business College and her BS in computer network and systems administration from Michigan Technological University.
